I have the honour, by direction of His Excellency the Major General Commanding, to forward herewith for the information of His Excellency the Governor, copy of a Memorandum from the Commanding Royal Engineer relating to the sum expended on the Fortifications at Hongkong, and to acquaint you that His Excellency thinks that it would be undesirable that these details should be allowed to find their way into the public press.
